Portugal's former Prime Minister Antonio Guterres has emerged as the next secretary-general of the United Nations. Last week the 193-member General Assembly confirmed Guterres, who will succeed Ban Ki-moon at the end of the year. Guterres was prime minister of Portugal from 1995-2002. U.N. watchers described Guterres as being well liked and noted that he has a "reputation for being eloquent and outspoken on human rights," according to a post on Vox.
